The Kauswagan Youth Movement recently awarded the winners of the Gather Your Trash, Win a Prize co
ntest last December 25, 2010. Together with the efforts from the neighborhood, the event was again another year of success for the community. This time, there were loads of games and surprises, what with the addition of the Ms. Non-Biodegradable Gown contest. KoolErs members - Megs and Clouds Lunn sponsored the prizes and the games during the one day event, while the neighborhoods contributed to the feeding program along Liberation Street, Poblacion, Numancia, Aklan.

Winners of the Gather Your Trash, Win a Prize are the following:

1st Prize - Mrs Glenita Regalado and children - 2-day trip
to Boracay and a bottle of wine.
2nd Prize - Engr. Alexis and Cecile Regalado and family - home appliance.
3rd Prize - Mr. and Mrs. Nick/Ening Navarra and family - New Year's noche buena.

Contestants to the gown contests are Little, Cocoi, Marie and Biyong and the judges unanimously approved Cocoi's gown (green sacks, mineral water plastic cover, bottle crowns, black garbage bag, stockings and milo pouches) which was made of several non-biodegradable materials collected. The winner received beauty-products from the sponsor.

WORLD AIDS DAY CELEBRATION

Some of the Kool Earth members are lucky to have joined the Aklan Aids Council on their Health Advocacy Week 2010, 10th Year Province-wide celebration of World Aids Day and the 18th Day Campaign for Women's Health culminating activity last December 7, 2010.
The celebration was in coordination with the Phil. National Red Cross-Aklan, Provincial Health Population Office, Provincial Health Office, Aklan MOVE (Men Oppose to Violence Everywhere), DepEd Aklan, Philippine National Police, all LGU's of the Province of Aklan, Aklan Tri-Media, Provincial Volunteers and the US Peace Corps Volunteers, too.

News Tidbits

It's Christmas time once again. As usual, we will all be very busy doing our own thing, Christmas party here and everywhere, for its the time of sharing, caring and loving.


The Adopt-A-Street member's initiative will commence on December 25, 2010 @ 2PM at Liberation St., Poblacion, Numancia, Aklan. The members of the Kauswagan Youth Movement in the community will be joining the event. Awards committee is now busy preparing for the awarding and grand finale of its project. Some youths will present costumes made of non-biodegradable materials, too. Something to look forward is who will be the family of with most garbage collected (solid waste management).


Prizes at stake are: Trip to Boracay (3D/2N), appliances and noche buena package. More games and surprises are also a yearly cheers for the Kauwagan Youth Movement who adopted Kool Earth's Adopt-A-Street.
The project PISO PARA SA KALIKASAN lata have already been distributed to some bread shops/restaurant/hotel and we thanked all those who adopted the project. KE visits IJA Kalibo Campus

The Infant Jesus Academy Kalibo campus was the first school who responded to our idea of inviting the members of Kool Earth to speak before their elementary and high school pupils/students. Today (December 3, 2010), incidentally is the birthday of our President, Ms. Chita Dela Cruz-Heap.
Significantly, today we also launched our KOOLEARTH CAMPUS TOUR to all the institutions in the province of Aklan who will call our attention to help us spread the word-of-mouth on the advocacy of making our place greener, cleaner and healthier.
Sec. Megs was tasked to explain on the VMG and objectives of our organization, hoping that by doing so, the pupils can help us spread the information about what we do around the community, caring and hoping to fight Climate Change in our little capacity.
We invited them also to join Kool Earth as we also agreed to open the membership FREE to those who are interested to become members.
We would like to thank the teachers and staff, especially their Principal, Sir Bobby Dagohoy for the invitation. Thank you also to the active students who answered our few tidbits and won our little gift items.

Municipality of Kalibo SWM/IEC Orientation

Kalibo, Aklan. The Municipal Government of Kalibo, through its Solid Waste Management Services Department held a two-day Orientation and IEC Planning Workshop from November 17 to 18, 2010 at the Kalibo Municipal Conference Hall, 3rd Floor of Kalibo Municipal Building, Kalibo, Aklan.

Honorable Mayor William S. Lachica has issued Executive Order No. 018, Series of 2010, dated November 5, 2010 – Reorganizing the Municipal Solid Waste Management Board of the Municipality of Kalibo in the Province of Aklan. The Executive Order issued is in support to Republic Act No. 9003 entitled “An Act Providing for an Ecological Solid Waste Management Program, Creating the Necessary Institutional Mechanisms and Incentives, Declaring Certain Acts Prohibited and Providing Penalties, Appropriating Funds Therefore, and For Other Purposes.” Furthermore, it is encouraged through this executive order, that Solid Waste Management Board will take the lead in the implementation of the SWM Program.

During the two-day orientation and planning workshop, Ms. Adorado T. Reynaldo presented The Waste Management Situation; Dr. Emette L. Custodio – Medical Specialist/Member, Local Health Board was tasked to present the Health Impacts of Improper Solid Waste Management; Fundamentals of ESWM and its Legal Framework by Mr. Heherson R. Alvarez – Ecosystem Management Coordinator; Roles and Responsibilities of MSWM Board, Agreement on the MSWMB Working Protocols and Planning Worskhop by Ms. Maricel M. Bechayda – MLGOO, LGU Kalibo;

Some inherent issues on waste management were presented the delegates were informed about the ecological on solid waste management framework of the Municipality of Kalibo. Waste segregation at source is being encouraged to Non- Biodegradable, Residual/Hazardous and Biodegradable (home composting) by the ESW Management Board. This includes waste materials from establishments/institution and the households. In the survey on waste composition, 42% comes from kitchen waste, 19 % are paper, 17% are plastic, 6% are metal, 7% are garden waste and while 9% comes from unidentified waste materials.

In the RA 9003 of 2000, Sec 2 states that there is NO issuance of business permit once the establishment will not follow the provisions on proper disposal of their waste materials. In Kalibo, there is one good example of a business establishment who religiously follows this provision. Filbake/Bread and Butter earned more or less Php300K alone for one year practicing Materials Recovery Facility in their company backyard. Indeed, “May Pera sa Basura.”

Presently, the Municipality of Kalibo have completed the purchase of Rotary Drum Composter Composting Supplies at a cost of P529,000.00 for the Kalibo Composting Facility located at Tinigao, Kalibo, Aklan; implemented the Enactment of Municipal Ordinance 2009-004 otherwise known as the Ecological Solid Waste Management Code of Kalibo, and Printed the Environmental Citation Tickets and Component of ESW Management Board among others.

The board agreed to also enlist the support of all the Civic Organizations, the Academe, Tri-Media, Sangguniang Kabataan/Youths, and the like, to help conduct community service and keep the passion of advocacy on environmental concerns.

To wrap up the two-day orientation and workshop, the SWM Board members sealed it with a covenant by signing a document to support the Ecological Solid Waste Management Code of Kalibo.

KOOL EARTH URGES MAYOR LACHICA TO IMPLEMENT SWM!

Greetings from Kool Earth!

Kool Earth (Aklan Environmental Advocates Group) foresee a cleaner, greener and healthier environment thru its Mission to commit, support and promote programs for a healthier environment.

Therefore, we urge thru the office of the Mayor, Hon. William S. Lachica and his Sangguniang Bayan Member, the committee in-charge on the Solid Waste Management and other Environmental concern, to pursue the implementation of Municipal Ordinance 2009-004, otherwise known as the Ecological Solid Waste Management Code of Kalibo.

With the concern on disaster risk management and in the season of typhoon, La Nina and other environmental risk that are now happening in our neighboring towns and provinces in the country, notwithstanding the world’s concerns on Global Warming, your office should put teeth on this ordinance to finally apprehend those who litter and do not follow the proper segregation of waste materials or the management of solid recyclable waste materials. It is high-time that your leadership should finally pursue this ordinance to become a reality.

We do not only urge you to implement the SWM, we also urge your office to implement other environmental laws such anti-littering, anti-smoking ordinance and door-to-door waste collection of which most of these we believe are stated in the different Municipal Ordinances the municipality has adopted many years ago, that may only be sleeping beneath the thousands of file behind your desk.

Moreover, the town’s government should be vigilant to strengthen the following:

• Implement Solid Waste Management penalties;
• Anti-littering, and other environmental laws/ordinances and to further discipline residents, visitors, workers and students alike;
• Conduct consistent-massive educational campaign on proper segregation of waste materials;
• Increase visibility of billboards and streamers;
• Appoint garbage pick-up area in some selected subdivisions, streets and Barangays; and
• Inform public of the system and schedule of collections in their area;

We, likewise, call to our fellow Aklanons to be vigilant and sensitive in this undertaking to make Kalibo and other neighboring towns cleaner and healthier. In support to the province’s disaster risk management campaign this typhoon season, may we also discipline ourselves as part of our contribution to Mother Nature. We call on to the other members of the community to do your share to maintain cleanliness around you, wherever you go.

Our government needs us. We can’t always just seat and complain. We also have the chance to do our share by starting small – from your home, to your neighbor, then your community, and the world.

Imagine this, the garbage that we acquire is more than double the number of our population here on earth. Thus, let us support 4-R’s (Reduce, Re-Use, Recycle, and Repair).

We look forward to a better Kalibo and a progressive Amazing Aklan!

Be Responsible

In the Webster dictionary, the word RESPONSIBLE (adj) is defined as being accountable, as for something within one’s power; involving duties or obligations; being the source or cause of something; having the capacity to make moral decisions; reliable or dependable.

We, being members of Kool Earth, the environmental arm of Aklan Medical Society, are keenly watchful of our surroundings. It is a personal conviction when you become member of a certain organization that is civic-minded, you become aware of your surroundings and make yourself worthy member of that organization.


However, there is a risk. But for one that has nobody to be afraid of, one that has the only thing in her/his mind is the safety of lives, then why be afraid? Principled person has nothing to be afraid of. Unless you are politically-minded, and you are afraid that you will be oust from your party when you are vigilant and have stepped on your boss’s ego? Again, principled person has nothing to be afraid of. Either, you are IN or OUT!!!


For the last couple of months, we have seen gas pump stations mushroomed in Kalibo and even outside of Kalibo. Since we started making our national road the Nautical Highway for RoRo, businessmen were aggressive putting up gas stations in every corner. Not even minding the law or any ordinances. We have nothing against these businessmen, they are in fact our friends. However, we wanted them to be responsible businessmen and also looking after the welfare of the community in return. Putting up gas station near school, store that sells and allows smoking nearby is a BIG NO. How much more putting up a smoking area within the parameters of the gas pump station? There should be a signage in all gas stations “NO SMOKING WITHIN 50 METERS”, correct me if am wrong.

Meanwhile, Republic Act 9211 – otherwise known as the Tobacco Regulation Act of 2003, Section 10 states that tobacco products is prohibited within 100 meters from any point of the perimeter of a school, public playground or other facility frequented particularly by minors.


RA 9211 is the first national law on tobacco control after three (3) decades of fighting for it. It is an act to regulate the use, sale, packaging, distribution and advertisement of tobacco products. Its policy of the state is to protect the populace from hazardous products and promote the right to health and instill health consciousness among them.


Everybody is aware why we do our best to promote CLEAN AIR. As members of the environmental group, we do our best to show our love and care for you. It is only being watchful of our surroundings. By doing so, we promote a healthful environment, inform the public of the health risk associated with cigarette smoking and tobacco use, assist and encourage businessmen and smokers to be responsible members of the community, and oversee the implementation of the law, among others.

SMOKING IS ABSOLUTELY PROHIBITED IN THE ALL PUBLIC PLACES, especially in the GAS PUMP STATION!


One more thing, so as not to expose the non-smoker to secondhand smoke (studies have clearly shown that SECONDHAND SMOKE CAUSES CANCER), in the law, there is standards for designated smoking areas. For one, it must be physically separated from the non-smoking areas by SOLID WALLS/PARTITIONS from floor to ceiling interrupted only by doors equipped with door closets. The rationale behind this is that to ensure that cigarette smoke will not drift or permeate to the non-smoking areas, not to mention preventing smoke to escape to the non-smoking areas from the designated smoking area.

The NO SMOKING SIGN in the gas pump station is not even legible and visible to all the consumers and tourists who stopped to any of the gas station. The signage or notice posted shall include warning about health effects of direct or secondhand exposure to tobacco smoke. Now, this is not only for school and office buildings, it should be in all public places, that includes all gas pump station.

Furthermore, in Chapter 1, Sec. 4 of RA 8749 of the Philippine Clean Air Act of 1999 states that, we citizens have the RIGHT TO BREATHE CLEAN AIR. Your office could be instrumental in rules governing smoking to be banned in any of the following locations: inside a pubic bldg., enclosed public places, including public vehicles and other means of transport, one’s private residence, place of work (ATTENTION: GOVERNMENT OFFICES), any duly designated enclosed area. DILG Memorandum Circular 2004-85 and Provincial Ordinance 004-S.1995 adopted the same law.

Moreover, chapter 4, Sec. 39 of the same code states, Public Education and Information Campaign, consistent with Sec. 7 of the said Act, such campaign shall encourage the participation of OTHER GOVERNMENT AGENCIES, and the private sector including NGO’s (i.e. Aklan Medical Society, Allied Health Services, Rotary Clubs, Kiwanis Clubs, etc), PO’s, the academe (your school), environmental groups (i.e. Kool Earth) and other private entities in a multi-sectoral information campaign.


There has been so many center and advocacy group who have invested time, effort and resources on this campaign. We hope not to be deaf and mute on this one. Our message? We just want you to be a RESPONSIBLE CITIZEN of this community. What you do to your health, might not be our concern. What you do to your business, might not be our concern. But what you do to our children is OUR CONCERN.


All of us must act now. Each of us can give our share. Everyone can help in their own small way. As long as we are together, we have a better chance to achieve clean air and save lives, too. Do not be afraid to say, “I MIND.”

KE supports Provincial Ordinance 02-005

“An Ordinance Amending Provincial Ordinance No. 4, Series of 1995 As Amended by Provincial Ordinance No. 02-005 for The Regulation of Smoking in Public Places, Including Public Conveyances, Advertisements, Promotions and Sponsorships of Tobacco Products, And Providing Penalties Therefore, In Accordance With The Tobacco Regulation Act of 2003 and Its Implementing Rules,” was finally publicly heard last November 3, 2010 at the Sangguniang Panlalawigan Hall, Capitol Site, Kalibo, Aklan. The Public Hearing was convened by SP Committee on Laws, Rules and Ordinances and SP Committee on Health and Social Services.

Alas! My hats-off to Hon. Selwyn C. Ibarreta, for sponsoring the said Provincial Ordinance that has been piling under their desk. It is never too late to learn our lessons. There is always room for improvement. It’s never too late to implement the law.

Pity, I still remember giving my personal position letter to the Office of the Governor, Congressman and Vice-Governor in 2007. Again in 2008, right after Typhoon Frank, another three separate folders were given to the same offices, but to no avail. I felt disappointed then, but never stopped fighting on. Though, I felt that it was purposely ignored. Why? Because, most often than not, the law maker are also the law breaker. People behind their desk have been smoking even inside their offices that even the notice of NO SMOKING is just right in front of their faces, or they simply ignored the notice? Or because, they are afraid to offend their fellow law maker, or is it ignorance of the law? As my favorite saying, “they know how to read, but they don’t know how to understand”. I wish they could then stopped making laws when it is only “Ningas Kugon”, as PNP Officer Nacion said during his position in the hearing and on what and how will be the contribution of the PNP in apprehending law breaker.

Members of the Academe (DepEd Aklan) and non-civic organizations like the Kool Earth, Aklan Medical Society, Rotary Clubs, Kiwanis Clubs and Toastmasters International expressed their strong support to the implementation of the law, the soonest possible time. Even most of the town’s Mayors and Vice-Mayors have likewise supported the law and besides, are already implementing it at their own backyard. However, the question is, “Will this law finally become the cutting edge between drafting the law and implementing the law on the other hand?”

There were many apprehensions of some public officials on some detailed word/s on the ordinances, but the bottomline is that, we are to implement the law, whether you like or not. People will resist to change, but it is always the case. It is how the implementer of the law will become true to their words that they are indeed worthy of their position as law maker.

We have the right to breathe clean air, for life is good and precious. Indeed, we strongly support Provincial Ordinance No. 02-005 in accordance with the Tobacco Regulation Act of 2003. We also want you to be a RESPONSIBLE LAW MAKER of this community by not only amending this code, but to make sure that this law is implemented.
