II. PROJECT PROPOSAL
A. RATIONALE
K.E. ECOLOGICAL, LIVELIHOOD & TRAINING CENTER aims to make the recovery facility functional not only with the collection of non-biodegradable or Materials Recovery Facility, but specifically to serve as a venue to provide work opportunity to the out-of-school youth and unemployed mothers.
B. PROJECT DESCRIPTION
There will be a two-module preparations on Hair Cutting and Cosmetology of which Arm/Hand Massage training will only be an added feature services to the latter. The project is in collaboration with other skilled-volunteer teachers who offered their time and talent to make this project successful.
The training program will be for four (4) consecutive Saturdays from 2:00 PM to 5:00 PM with an ideal of 10-12 interested and committed applicants. The applicants will be assessed by the committee in-charge.
The center/area is now ready for operation with its strategic location near Kalibo International Airport. KE Ecological, Livelihood and Training Center is the pet project of Kool Earth, Inc.

1. To make KE Ecological, Livelihood and Training Center functional not only as a Materials Recovery Facility.
2. To provide skilled opportunities to the out-of-school youth and unemployed mothers to help their family.
3. To help make the community productive.

H. RECOGNITION, MONITORING AND EVALUATION
There will be a recognition program and giving of certificates to the delegates after the four consecutive Saturdays training.
Project monitoring and evaluation report will be established to update the status of the livelihood training program. Proper audited financial report will be submitted right after the completion of the project. Progress sequence report of the totality of the operation will also be provided upon request.
A. PROPONENT’S PROFILE
Kool Earth was organized on September 15, 2007 as a result of consultations made by local doctors affiliated with the Aklan Medical Society and other health professionals in the province of Aklan.
The founder of this noble movement is an acknowledged physician and a staunch environmentalist. Due to the serious threat posed by global warming, Dr. Cynthia de la Cruz, who was then the President of the Aklan Medical Society, convened a group of people to form a body that might help to address this threat.
Doctors, science journalists, broadcasters, and representatives from various businesses grouped together along with the men in uniform during the first meeting. At the meeting Dr. Cynthia introduced her concept for the organization. Everyone present expressed their ideas and then declared their commitment, and joined to support the new organization which they decided to call Kool Earth.
The first President elect of Kool Earth was the late Mr. Mario Balandra. Meetings were at that time held on a regular basis on the second floor of the Bread and Butter premises .
Tree planting was one of the first projects tackled by Kool Earth. It became a regular program in places like the Eco Park, Tangalan, Mobo and Kalibo. Communication students of Northwestern Visayan Colleges and the ROTC cadets provided the men (and women ) power to support this endeavour. The 601st Ak Aklan) Community Defence Centre, 6 RCDU, ARESCOM, base in Libas, Banga, Aklan provided Kool Earth with a ready source of seedlings for planting.
On the front line, Kool Earth is supported by the Aklan Tri-Media like the Aklan Press Club, Inc. and IUMA. They undertake the dissemination and public image of Kool Earth’s activities. Likewise, coordination amongst the officers and members is expedited by means of endless text messages.
Dynamic , committed, and full of enthusiasm, at present, the Executive Board never tires of thinking, planning and networking, together with numerous other things that fill up their busy day. They are both doers and also thinkers. The strength of members is fueled by their friendships.
Kool Earth was member of the Disaster Preparedness Training Program and the Help Aklan Program After Frank; they have conducted numerous medical mission in partnership with Capiz Medical Society and the Philippine National Red Cross-Aklan Chapter, to name but a few previously conducted event. Recently, aside from the monthly clean up drive, they supported RA 9003 and Kalibo Mun. Ordinance 004-2009 otherwise known as the Ecological Solid Waste Management, the club just launched their support to RA 9211 – Tobacco Ban in All Public Places which is now the Provincial Ord. 02-005 – Banning Smoking in All Public Places and the Piso Para sa Kalikasan – Every drop of one peso towards a better, greener and healthier environment. To sustain the KE’s operational cost on information campaign, they held successfully the annual 3K Fun Run for Cleaner Kalibo twice in a row now (2009-2010) and many more worthwhile environmental awareness event planned in the next future.
One of the ongoing projects of Kool Earth is the Materials Recovery Facility that is now mandatory to all of the villages in order to lessen the accumulation of garbage around the town which clogs the canals and sewage system when the rain pours down. They now call it the KE Ecological, Livelihood and Training Center.
