AKLAN HYDRO PROPOSAL

OUR STAND

KE has sent this same sentiments to many GO's departments regarding a proposal to construct a hydroelectric power plant in the Aklan River at Dalagsaan, Libacao that will serve the needs of the people of Panay. If it were fully implemented, this project would also provide much-needed potable drinking water and irrigation water for Iloilo.  We have also written to Senator Loren Legarda in her capacity as Chair of the Senate Committee on Climate Change.

 As you know, there is a severe overall shortage of electrical power in the Philippines. Western Visayas currently has a shortage of approximately 62 MW of power compared to peak requirement, and this shortfall is being ‘managed’ by the NAPOCOR by means of rotating ‘brown outs’. Energy and local government officials are pushing for the establishment of coal-fired plants in Panay Island to ensure a stable energy supply and to break the island’s reliance on imported energy from the geo-thermal plants in Leyte and the Visayas Power Grid. However, we believe there is a better alternative, using renewable energy resources that could result in lower production and transmission costs, thereby producing cheaper electrical power for consumers in Panay Island. 

We have also attached an Executive Summary outlines to the proposal to resurrect the project that was cancelled in 2008 to construct a hydroelectric power station at Dalagsaan that will produce up to 150 MW at a projected cost of US $420 million, for which California Energy completed a two-year feasibility study.  This would provide a reliable and much cheaper power supply for all of the residents of Panay Island, and reduce the burden on the National Grid.  It will also enable local authorities to control the down-river flow of water, thus greatly reducing the risk of flooding in Kalibo, as happened during Typhoon Frank, whilst providing potable drinking and irrigation water for Iloilo, at an estimated cost of US $ 150 million.
 We would be most grateful if the Senate would consider endorsing this proposal to the Office of the President and to the DOE.

Additional Electrical Power in Aklan Province
Executive Summary

Introduction
1.  There is a severe overall shortage of electrical power in the Philippines. Western Visayas currently has a shortage of approximately 62 MW of power compared to peak requirement, and this shortfall is being ‘managed’ by the National Power Corporation (NAPOCOR) by means of rotating ‘brown outs’.  The DOE projected that the Cebu-Negros-Panay Grid would need a total of 261 MW in 2010 to avert a power shortage.  Energy and local government officials and business groups are pushing for the establishment of coal-fired plants in Panay Island to ensure a stable energy supply and to break the island’s dependence on imported energy from the geo-thermal plants in Leyte and the Visayas Power Grid. However, we believe there are cheaper alternatives, using renewable energy resources that could result in lower production and transmission costs, thereby producing cheaper electrical power for consumers in Panay. 


Nuclear Energy and Coal Fired Plants



2.  In the light of the recent cataclysmic nuclear disaster in Japan following the devastating earthquake and tsunami, we question the advisability of constructing any nuclear energy plant in a country like the Philippines, which is prone to frequent earthquakes, because of its position on the edge of a tectonic plate.  We consider it would be imprudent to commission a nuclear plant located in Bataan at the center of the Philippine archipelago, within 50 kilometers of Metro Manila, by far the most heavily populated area of the Philippines.  We also question whether the Philippines would be able to cope with a nuclear disaster, given that a modern and highly sophisticated country like Japan, which has significant experience in this field, is clearly struggling to overcome massive technical difficulties.  We are also opposed to the construction of additional coal fired power stations that will contribute negatively to global warming.


Alternative Methods


3. The attached paper, which you may wish to refer to, considers the advantages and disadvantages of various different methods of producing additional electrical power in Aklan Province and compares the relative merits of biomass against solar, wind and hydroelectric systems. Whilst there are some advantages to biomass, the system is neither cheap, efficient nor environmentally friendly.


4.  Considering that the energy shortfall for Panay is already 62 MW and that this is projected to increase exponentially in the years ahead, by far the best solution would be to resurrect the hydroelectric project that was planned for the Aklan River at Dalagsaan, for which California Energy conducted a two-year feasibility study.  CalEn had proposed the construction of an 80 MW hydroelectric power station at a projected cost of US$420 million, including roadways, bridges, powerhouse, underground tunnels, the hydro dam and the cost of the experts needed to complete the specialized technology and designs. They estimated that the power station could produce up to 150 MW.  Unfortunately CalEn cancelled the project in 2008, citing the global financial crisis and the lack of response from MWSS in Manila to an unsolicited proposal that the company had submitted to MWSS, which was effectively a pre-condition of the Libacao Project. The fact that CalEn were planning to construct an 80 MW hydroelectric plant in the Aklan River at Dalagsaan already confirms the feasibility of so doing.  Even if CalEn cannot be persuaded to reconsider their decision, there is the possibility that another company would agree to fund and construct the plant, preferably as a National Build Operate and Transfer Project under the auspices of the DOE.


Potable Drinking Water for Iloilo


5.   Water in the reservoir above the main dam at Dalagsaan could be used to provide another essential by-product.  There is currently a chronic shortage of potable drinking water in Iloilo, which could be alleviated by the construction of a tunnel through the hills from the Aklan River Valley to Calinog, Iloilo, which is at a lower elevation, to provide a continuous supply of potable drinking water for Iloilo.


Flood Control and Improved Irrigation

7. The construction of a dam at Dalagsaan will enable the local authorities to control the down stream flow of river water, so that the danger of a catastrophic flood, as happened during Typhoon Frank in 2007, which killed 53 people and made 12,000 Aklan families homeless, can be eliminated.  This will greatly reduce the risk of flooding, particularly in Kalibo and Numancia. The irrigation system in Aklan could also be upgraded to provide an improved and uninterrupted water supply to agricultural rice land in the Province.  The reservoir itself could be used for fish farming to provide an alternative source of food and income for the indigenous people of Dalagsaan.


Conclusion

8.  It would be feasible to construct a large hydroelectric power plant in the River Aklan at Dalagsaan under the auspices of the Department of Energy.  According to estimates this plant could provide between 80 and 150 MW of electrical power, which would more than offset the shortfall in the Island of Panay.  This would provide a reliable and much cheaper power supply for all of the residents of Panay Island, and reduce the burden on the National Grid.  It will also enable local authorities to control the down-river flow of water, thus greatly reducing the risk of catastrophic flooding in Kalibo and Numancia, whilst providing a constant supply of potable drinking water for Iloilo. The relocation and support of the indigenous people affected must be safeguarded as part of the project.

KE Strikes Again

            The Ambulant Vendors Association of Kalibo recently requested the help of Kool Earth when their President Mr. Johnny Samenio, together with Vice President Ms. Rose Rentillo invited the organization  to attend one of their meetings. Their aim was for Kool Earth  to assist them in informing their group about the importance of working together, and about how to keep Kalibo a clean and green environment in which to sell their products.


A brief talk was delivered by the President of Kool Earth, LTSG Chita de la Cruz-Heap, PCGA, on how we should not always depend upon our town officials for their help. She explained that we are all capable of doing our part to make Kalibo a better place in which to live and work, no matter how small our input might be. In her talk she emphasized the need to apply the 4 ‘R’s which represent the ‘Repair’ of repairable items, the ‘Re-use’ of these in order to ‘Recycle’ and thus   Reduce’ the impact of clogging garbage. 

Dr. Cynthia de la Cruz, founder of Kool Earth, screened a short documentary about the garbage situation in Kalibo. She discussed ways and means of how to go about managing the garbage in our area and also made suggestions on how to make money from waste materials and how to segregate garbage for composting and other purposes 

The President of SKBK (Samahan ng Kababaihan Bayan ng Kalibo), Mrs. Editha Rubio, was also present and introduced to  the ambulant vendors  their own project of helping Kool Earth and the municipality of Kalibo to minimize the use of plastic bags in the market. This they hoped to achieve by introducing their current product, the old fashioned but reliable  ‘tampipi’ for shopping.

           This meeting was held last week at the Independence Church behind Royal Supermarket where the members of the Ambulant Vendors from various place of Kalibo convened.

Out of 93 current ambulant vendors, some eighty seven were able to attend according to the attendance sheet that secretary Ms. Nancy Firmo  compiled.

Kool Earth Corner



Last May 22, 2011, Kool Earth President Chita Heap, Sec. Megs Lunn and one of KE Consultants, Col. Hamish M. Adams (Ret) were invited to the secretariat meeting of the Aklan Provincial Planning Development, headed by Engr. Roger Esto and chairman of the Aklan River Development team led by former congressman, Atty. Allen S. Quimpo.


The meeting was for Kool Earth to present ‘An Evaluation of the Relative Merits of Producing Electrical Power’ in Aklan Province by Biomass Compared to Other Forms of Renewable Energy. To shorten the presentation, Col. Adams, who made the presentation for Kool Earth, gave a summary on the proposed Hydro Electric Power Station for Aklan the River in Dalagsaan, Libacao.


Two days before the invitation, Pres. Chita and Col. Adams made a courtesy call to Atty. Allen S. Quimpo, to explain the five (5) Advantages of the Hydroelectric Project which are as follows: 1.A More reliable and much cheaper power supply for the residents of Panay, resulting in fewer ’brown outs’, 2.A Reduction in the burden on the National Grid, 3. Enablement of the authorities to control the downstream flow of water in the Aklan River, 4.Enablement of an improved irrigation for Aklan, 5. Drinking and Irrigation Water Supply for Iloilo Province. Upon hearing of these advantages, Atty. Allen was delighted. As a consequence KE movers were invited to the meeting./TE

DENTAL & MEDICAL MISSION FOR AKLAN PWD's

In view of the celebration of National Disability Prevention and Rehabilitation week (NDPR), Koolearth, Inc. will have a DENTAL & MEDICAL MISSION scheduled on July 1, 2011 at the Aklan PPDO Multi-Purpose Hall, Camp Pastor Martelino, New Buswang, Kalibo, Aklan.

Our target beneficiaries is STAC-KALIBO and people with disabilities (kids/adults) in the province of Aklan.

KE LIVELIHOOD PROGRAM


Barangay Pook - Socialize and learn about new ways to make money. The Rural Improvement Club of Pook (RICP) under the presidency of Ms. Estrella de la Cruz, invited members of the Samahan ng Mga Kababaihan sa Bayan ng Kalibo (SKBK) to their social morning held at the Material Recovery Facility of Kool Earth in Pook, on May 10, 2011.


The President of the Rural Improvement Club of Estancia, Kagawad Amelyn P. Fernandez, some of the members of RICE and Ms. Josephine Icasas, Agricultural Techologist, joined the group to undertake a special demo on how to make ‘puto’ using squash, a local produce that is very easy to grow and inexpensive to buy. The morning was spent in exchanging views and ideas and enjoying social interaction whilst cooking the ‘puto using steaming method.


What they learned from the session inspired the thirty four women to further discussion and planning on when, how and where they would continue this venture. Many of the women realized that even urban gardening can be useful as they do not need to spend too many hours weeding their gardens. They realized too that being able to do what the RIC officials had shown them, they could make money without leaving their homes and their children. Being able to make their own income the women realized that they would no longer be always dependent on their men. In fact they could help their husbands to augment their income.


The women also realized that making vegetables into something appetizing would encourage not only the children but also the adults who had never appreciated the nutritious value of vegetables in their diet.These women showed that they have brains, and that the opportunity to utilize them, they can produce something useful. Women are not only creative but they are also hard working. They are the strength of the human species. /TE

KE Join Forces with Boracay International European School


Boracay International European School recently invited Kool Earth to join forces with them in order to assist the school in their coastal Clean-up Drive and tree planting on April 7 and April 8 2011, in conjunction with the ‘Earth Day Celebration.'

April 7, 2011, the President, the Vice President, and the secretary of Kool Earth together with two new members arrived in BIES at 10: 45 in the morning. The children, whose ages ranged from three to fifteen, were already in the room waiting for Dr. Felma de la Cruz to talk about the effect of garbage on our health and upon our environment.

The President of KE was welcomed by the children with warm hugs and beautiful smiles. The school has forty pupils. The children were well behaved for their ages, and yet I expressed some doubt regarding how much these young minds would comprehend the issue. To my surprise, Dr. Felma captured their attention from the outset. After her talk I encouraged the children to give feedback on what they had heard and what they had understood.

These children exhibited a real grasp of the issues discussed. After the talk they had their lunch, and at 1 p.m. they were lined up in front of their headmaster, Mr. Adonis Miles. A young soft spoken gentleman who instructed the children about how they should behave outside the school premises. He stressed the need to respect and listen to their teachers, to respect their guests and also their fellow classmates. We then went down the road, led by Miss Kate Bliss, going towards Isla Boracay for the clean- up afternoon. Sadly Dr Felma and I had to return to Kalibo for another appointment, but we were never the less extremely impressed by this noble endeavour. I will write more about these excursions in the next issue after the children complete their tree planting./TE

KOOLEARTH CELEBRATES EARTHWEEK

Koolearth joined Boracay European International School during the Earth Week Celebration last April 7-8, 2011 in Manoc-Manoc, Boracay Island, Malay, Aklan, Philippines.


With volunteers Ms. Cai Domingo, representing AMSA, Manila, Seminarian Justy More of the Diocese of Kalibo, KE VP Felma Dela Cruz (MD), KE Sec Megs Lunn and KE Pres. Chita Heap, they all had a good time with smart kids of the BEIS, Boracay. In a way, they would like to thank DENR Boracay for donating 40 seedlings for the tree planting, too.


It was a whole two days learning opportunity with Dr. Felma De la Cruz who spoke about Global Warming as part of the activity/health forum during the celebration. Clean Up Drive followed and the next day was the very exciting and interesting tree planting.
